WebbVBR does hold actual small caps, just also holds some mid caps. I haven't vetted the source, but a site showing overlaps suggests that 44% of what's in AVUV is also in VBR. To be fair, if you go by weightings, it's only a 22% overlap. Still, you pay 3.5 times as much and still have a fair bit of overlap. Is that worth it? I honestly don't know.
