I read in the user manual that this could be caused by other texture mods interfering but I have no other texture mods installed. I made a back-up of my old Community folder to clear it for the upgrade. Since everything seemed to work fine, I moves some mods back into it, including "Real Taxiways" but the new taxiway signs didn't show up anymore.
